The government of Orwyn is a absolute totalitarian monarchy.  It is headed by the Emperor and his wife in the case of there not being a male heir then the empire is run by the Empress. The Emperor has complete authority over everything in Orwyn. The Empress has no official role in the government while there is an Emperor unless they were the rightful heir to the throne then they have the powers of the Emperor. Of course the Emperor can grant the Empress powers along with the rest of the Royal Family. Since the Royal Family has no official stance in the national government they are granted land that they can run like a US State. They have complete power there and can be checked by the Emperor. With in there land section they can appoint government officials and so on. The Royal Family also forms the Royal Court in which every member of the Royal Family is an adviser to the Emperor and can act as the justice system of the empire. The Emperor also appoints a Prime Minister to over see the court and  the various ministers appointed by the Emperor and the rest of the Royal Family. Also the citizens of Orwyn elect a parliament to form an organized voice to the Royals so that citizen happiness is heard at all levels of government. To be able to hold the throne the heir must be at least 16 years of age. Citizens can vote in their parliament when they are 17 years of age and to serve in the parliament one must be aged at least 25. If an heir to the throne is needed and the heir is not of the required age then the throne will be filled by the Archduke until such a time as the heir can hold the throne. The line of succession is as follows: Emperor, King/Queen(Normally a child of the Emperor), Prince/Princess(Normally child of the King and Queen), Archduke, Grand Duke/Duchess of Glenn, Duke/Duchess of Bedlam, Duke/Duchess of Wyrm, Duke/Duchess of Root, Count/Countess of Fief, Count/Countess of Jade, Baron/Baroness of Sigil. The Nobel titles in Orwyn are assigned by the Emperor and even if a Royal is born into a title they are not guaranteed that title until their 20th birthday. In the law of Orwyn the Archduke assists the Emperor in his tasks and is a number two. He is to keep the Emperor focused on the job before him.

Rights of an Orwyn citizen are basically non existent and any that are afforded are only done so by the kindness of the Emperor.
